Why doesn't Albury have a recyling and reuse center?

Albury is so far behind in recycling it dont even have a reuse & recycling center for secondhand goods it would be a service for the community.
If it was done right there would be a lot less waste going to landfill it is hard to find secondhand timber doors roofing & steel.
Albury needs a reuse & recycling center in place for the community.
