School zone parking fines

Hello
My wive just got a penalty reminder notice from SDRO for disobeying no parking sign in front of the Hannans Road Public School on 15/09/2010 at 3:27pm (notice No3036832251). She has probably been waiting for our 7 years old daughter to come out from the school. As she states she usually doesn't leave the car unattended sitting inside the car or staying around. She also say no one has approched her she has not been given any penalty notice.
Can you pls explain why parking officer has not approched the car to see if anybody in or around? I have seen them few times running around taking distance photos of the cars and being so in rush to take as many photos as they can in available to them few minutes. Do u really care about the school safety or all you care is to raise the revenue by ripping off the parents? This is just sickening.
Do you have a right to take distance pictures without approching the car and issue penalty notices later?
Do I have a right to have a look at the photos taken?
