Lyons St Nth Ballarat Pagola

First complaint in June 2010 in regards to a pergola being erected at 124 Lyons St Nth Ballarat. No permit was applied for and no permission giving to build it. Also the erection of a container like building which is living quarters for a resident of the house.
Council say they will return my calls but never do. Have written numerous letters of complaint but no response.
Pergola and the container located at the property of complaint are covering in more than 60 percent of the yard.
This is wrong due to this all happening whilst my mother was dying in hospital of cancer. She would be horrified at all of this considering the amount of stuff she had to go through to do renovations to her house with the council, heritage society and building permits.
Why cant someone tell me what is going on, it is an utter disgrace. I have no answers and it is now 2011.
