New Elevated road in Kempsey

Kempsey council is planning to build elevated road next to our house.This road will be 6 meters from our bedrooms and will stop floodwaters draining.Councilors agree road can go somewhere else, but management made decission and it stays.
Councilors can be removed, but bad managers remain and are not answerable?
