Military Rd needs speed deterrant

What can I do about motorbikes that scream down a 50km road at least 70km an hour at 9pm at least 2 nights a week, often taking 15 minutes for them all to pass?

Not only is it dangerous (unsighted streets that exit onto road) but it's damn NOISY. I believe anything over 90db is illegal. If so, this would count... and it's at 9pm, outside 8am-8pm.

Police either don't or can't do anything.
