Driving lessons in perth = invalid!?!?

I went to sit my HP test (Hazard Perception) today after clocking up the hours IN A 100% LEGAL MANNER! Then the town office (in it's UTMOST stupidity) rejected many of the hours; what REALLY pisses me off is that they rejected TWO HOURS and $120 WORTH of driving lessons IN PERTH by a FULLY LICENSED DRIVING INSTRUCTOR! They STUPIDLY think that 30 km IN PERTH'S CBD takes SHORTER that 1 hour to do! THEY NEED A F$%&#(^ REALITY CHECK!
