WHY did Clr John McInerney [Clover Moore's Political Party], Chair of Sydney Council's Small Permits Appeal Panel, by-pass council's own Heritage Development Control Plan [DCP] when overruling a planning officer's delegated decision to refuse a DA for Deepdene, 4 Rockwall Crescent, Potts Point?

Clr McInerney then approved the DA.

The site is an individually-listed heritage item shown on council's maps. Why have a DCP "which applies to this area" according to counil site maps, if it is not applied or wilfully ignored?
