Councillor Richard Mutton Has mislead the Public

A Dubbo City Councillor by the name of Richard Mutton has lead the community of Dubbo to believe that he was a psychologist. In NSW I actually think it is right across Australia you can not call yourself a psychologist unless you are registered with the Australian Board of Psychology. Clr Mutton has spoke in council on issues and claimed to be a pyschologist, in the annual reports to council it stated he was a pyschologist. Guess what the Australian board of Psychologist have no record of me at all. Why hasnt this person been sacked from council or made to stand down, I believe that this may be a criminal offence ,if you claim to be a psychologist when you are not. What can I do about it as a councillor? Ant suggestions.
