Canterbury Council rejects footpath request

We recently put in a request to have a footpath built around Karingal street & Forrester street kingsgrove.
This area receives alot of foot traffic (to and from the station, and around the bus depot, schools etc.).
Our main reason for this request is the large amount of grass area is poorly looked after and somehow attacts alot of rubbish.

Anyhow my issue is this. I want to push this request. How does one go about doing this?
Secondly the council is meant to cut this grass but they just seem to make more then a mess. They advised me that they are on some 9 week cycle. Hence why I want a footpath put in and live without the council "grass cutting efforts".

Any advise would be great
