Brighton Council Tasmania. Planning

My gripe is about the planning in Brighton in tasmania,. The local council has deemed large areas of the municipality a "Landscape and Skyline protection area". Anyone that knows the area must think that the council shut their eyes and stuck a pin in a map..then declared it. The implications of this affects a lot of people in the area. The planning scheme deems that no land can be divided, unless each lot that is divided is over 50 hectares. Now this is a rural area, with quite a number of descendants of the original landholders in this zone. One is my mother who owns 44 hectares, the property has become too large for her to handle, she is 72 y.o, but she wants too remain in the homestead on a smaller amount of land. So in theory she wants to cut off maybe 30 hectares and keep the block which the homestead is on.
But..the catch is that the council says NO..NO..NO. "Our planning prevents you from doing it, so its keep it all or sell it all, and go into town. Is this the way that pioneers of municipalities and especially rural areas should be treated. ? The council have lots of answers and reasons to questions about stuff like this, but of course its like all or most beaurocracy, the rules are made by "johnny come latelys", and kids with a piece of paper that says they are experts, without the thought of the effects their decisions have on people..
My mother has lived on the property all of her life, and her father and granparents also, right back to the 1880's, so does the council really think that people like her are going to do anything or make decisions that are to the detriment of their properties...I think not. The way the Brighton council carries on...well its like she wants to build a nuclear reactor or "WMD".
I have contacted a heap of polititions and councillors about this..but, well, they all seemed to be tarred with the one brush...all talk but not prepared to do anything..
